When first envisioning the community called Trinity, the
planners at parent company, Adam Smith Enterprises Inc., a division of
Jireh Inc., looked at the map and determined that transportation to and
from the area would be critical to its success. At the onset of the
planning process, only two-lane rural roads passed through and around
the Trinity property. Detailed transportation studies, along with
environmental, soil, water and other important studies were initiated
and carried out over about a six-year period in Adam Smith Enterprises’
quest for permission to proceed.
Because the property is located along the borders of three counties,
(Pinellas, Hillsborough and Pasco), the developer had to receive
regulatory approval from each County Commission and also from the
broader-scoped Tampa Bay Regional Planning Council (TBRPC). Every change
in the plans had to go back through every regulatory agency, then back
up the ladder to TBRPC. After multiple steps through this process at an
expense of over $3 million, the Florida Department of Community Affairs
finally issued the Trinity Communities Development Order (DO) on Dec.
30, 1989.
